My best guess at this point is that 1) I have a bad graphics card or 2) the somewhat dated motherboard (X38 Express based) has some kind of obscure incompatibility with either the HD 7770 or perhaps the Catalyst driver. I am going to talk with XFX support tomorrow but barring any further progress I will probably return this to NewEgg and give a Nvidia card a try.
